My suggestion would be to reflash stock ROM with RSD lite, however since you're not in the US, I'm not sure what files you need. So you have tried through stock recovery.

I tried all means to FDR my droid. But none of my apps seems to be getting deleted. When the phone reboots, all the apps and everything else reappears. All my apps are force closing. Give me a solution. My phone is XT912. I love Motorola, But in my country, India, there are no Motorola Service centers. I have not rooted my phone. I like my stock rom. Please find a solution for this problem

Perform the FDR from the Settings screen. Make sure you select delete everything and it will wipe everything out and after a reboot, you'll be at the setup screen.
I have tried FDR through settings as well as manually. Selected delete everything and all. It doesn't help
Will it get fixed if I reinstall the stock ROM? If yes, Can you direct me how to do it?
