I already have it on my phone in my Administrators list (Settings > Security & Lock Screen > Device Administrators). Never got a notification that it was installed, it just showed up. Someone on reddit posted that they had it, so I looked, and I did too!

I don't think the website for it is live yet from Google, so you can't actually use it, but it would probably be a good idea to activate it so that when it does go live, you can use it

Nice find! I use Where's My Droid and it works amazingly. You get some options like:
    - Wipe SD card
    - Wipe Phone Data
    - GPS Tracker
    - Ring Tracker
    - View Front/Back Camera
Limited Edition Red and Black Droid Razr
Rooted - ICS - DualCore Speedcore ROM - 80G of Total Memory

    Forever ANDROID! \( . _ . )

It sounds like this will be a stock app that will allow you to ring the phone at max volume (regardless of the volume settings), locate on a map in realtime, remotely wipe the phone, etc. It seems Google is trying to corner that market with a first party app.
